What is the difference between HOA and CDD fees in Doral, FL?
An HOA fee is paid to a private homeowners or condo association, usually monthly, for amenities, landscaping, and reserves. A CDD assessment is charged by a Community Development District, a special government district under Florida Statutes Chapter 190, and appears on the Miami-Dade property tax bill. Some Doral homes pay both. In September 2026 MLS data, the median monthly HOA in Doral was $409 for single-family homes and $378 for townhomes.

When a buyer tells me a Doral home "only" has a $300 HOA, my next question is always: is there a CDD too? The HOA shows up in the listing. The CDD shows up on the tax bill, and it is the number buyers most often miss when they compare two homes.
I am Elizabeth Costa, a Realtor with The Keyes Company in Doral. This guide explains how each fee works under Florida law, shows real HOA ranges by Doral community from the Miami-Dade MLS, and walks you through checking the total monthly cost of any home. The City of Doral describes a CDD as a governmental unit created to plan, finance, construct, operate, and maintain community-wide infrastructure. That is why CDD assessments usually fund systems buyers rarely see, such as stormwater management and roadways.
Doral HOA Fees by Community (September 2026)
These monthly ranges come from my Miami-Dade MLS export of 752 Doral records, including active listings and closings from June 26 to September 24, 2026. They show what owners actually pay today, not a builder brochure.

Doral-wide medians: $409 per month for single-family homes (194 records), $378 for townhomes (180 records), and $654 for condos (365 records). Condo fees run higher because the association insures and maintains the building.
A higher HOA is not automatically a worse deal. In Doral Commons, fees of about $630 to $1,050 cover a staffed guardhouse and a full clubhouse. In Doral Landings, about $275 covers far fewer amenities. Compare what each fee buys, then compare the total monthly cost.
Which Doral Areas Have a CDD?
The Miami-Dade Property Appraiser's non-ad valorem assessment list includes these districts with Doral in their name:
- Downtown Doral CDD, Downtown Doral Phase 2 CDD, and Downtown Doral South CDD
- Grand Bay at Doral CDD
- Islands at Doral III CDD, Islands at Doral (NE) CDD, Islands at Doral (SW) CDD, and Islands at Doral Townhouses CDD
- Landmark at Doral CDD
For example, the Downtown Doral CDD was established in 2008 and funds stormwater management and roadway improvements between NW 79th and NW 87th Avenues. The Islands at Doral III CDD was created in 2004 for stormwater, roadway, and open space improvements.
A district name does not tell you which homes pay. CDD boundaries follow legal descriptions, not community signs, so two homes marketed under the same name can be treated differently. Always confirm on the parcel's own tax bill. If you are shopping in Islands at Doral, Downtown Doral, or near Grand Bay and Landmark, make this step one.
Many established communities, such as Doral Park Country Club, Doral Estates, and Doral Woods, do not appear on that list by name. Check the tax bill anyway, because the list is organized by district, not by neighborhood.
How to Check the Real Cost Before You Offer
- Read the MLS HOA field and note whether it is monthly or quarterly.
- Pull the tax bill for the exact parcel through the Miami-Dade Property Appraiser and look for non-ad valorem assessments, including any CDD line.
- Request the HOA disclosure summary. Under Florida Statute 720.401, it must be given before you sign. If it is not, you can cancel within 3 days of receiving it or before closing, whichever comes first.
- Review the estoppel certificate during escrow. Under Florida Statute 720.30851, the association must issue it within 10 business days, listing regular assessments, special assessments, and transfer or capital contribution fees.
- Ask about special assessments and read the budget and reserves. For condos, see my Doral condo market update.
- Add it all up: mortgage, property tax including any CDD, HOA, homeowners and flood insurance.

Buyers now compare total monthly cost, not list price alone. When the HOA amount, any CDD assessment, and what the fees cover are clear in the listing package, buyers can underwrite your home on day one and fewer deals fall apart in escrow.
