What determines homeowners insurance cost in Doral, FL in 2026?
In Doral, Florida, your premium depends mostly on roof age and type, the wind mitigation features documented on the state's OIR-B1-1802 form, and, for older homes, a 4-point inspection. Florida law bars insurers from refusing a policy solely because a roof is under 15 years old. Rates are easing: Florida regulators report an average requested decrease of 4.8 percent as of September 2026.

A few years ago, some of my Doral buyers lost deals because the house could not be insured at a workable price. Today the conversation is different. Carriers are returning, rates are easing, and the homes with the right paperwork are winning.

This guide covers the three documents that drive your premium, the Florida roof law every buyer and seller should know, and the state grant that can pay for upgrades. Where the Florida Insurance Market Stands in 2026
According to Insurance Journal's September 2026 report on the Florida Office of Insurance Regulation, the average requested rate change is now a 4.8 percent decrease, compared with a 15 percent approved increase in July 2022. Citizens Property Insurance fell from about 1.4 million policies in 2023 to 266,231 in August 2026 as private carriers took policies back.
For you, that means more choice and more room to shop. It does not mean every Doral home gets the same price. Carriers now compete hardest for homes with newer roofs and documented wind protection.
The Roof: Florida's 15-Year Rule
Under Florida Statute 627.7011(5), an insurer may not refuse to issue or renew a homeowners policy solely because the roof is under 15 years old. For a roof 15 years or older, you can hire a qualified inspector. If the inspector confirms at least five years of remaining useful life, the insurer cannot deny coverage on age alone.
Roof age is counted from the last date 100 percent of the roof was replaced, so a partial repair does not reset the clock. Ask for the permit history on the Miami-Dade Property Appraiser record or the City of Doral building portal.
Tile vs shingle matters. Citizens asks for proof of remaining life on shingle roofs older than 25 years and on tile, metal, or concrete roofs older than 50 years. Many Doral gated communities use barrel or flat tile, which usually outlasts shingle.
Wind Mitigation: The Discount Most Buyers Miss
A wind mitigation inspection documents features that reduce hurricane damage on the state's Uniform Mitigation Verification form (OIR-B1-1802). Insurers apply discounts for what it verifies:
- Roof shape: hip roofs typically score better than gable roofs
- Roof deck attachment and roof-to-wall connections (clips or straps)
- Secondary water resistance under the roof covering
- Opening protection: impact windows, doors, garage doors, or approved shutters
The form is valid for up to five years if the structure does not change. Doral is in Miami-Dade County, where the Florida Building Code's High-Velocity Hurricane Zone standards apply, so many newer homes already have features that earn credits. They only count if someone documents them.
The My Safe Florida Home grant
The state's My Safe Florida Home program, run by the Florida Department of Financial Services, offers a free wind mitigation inspection to homesteaded, owner-occupied, single-family homes. Homes built before January 1, 2008 with an insured value of $700,000 or less can qualify for a matching grant of $2 for every $1, up to $10,000, for roof, window, door, and garage upgrades. The 4-Point Inspection
A 4-point inspection reviews the roof, electrical, plumbing, and HVAC. Citizens requires one for homes more than 20 years old, and many private carriers set similar thresholds. Common red flags on older Miami-Dade homes include outdated electrical panels, polybutylene or galvanized plumbing, and aging water heaters.
It is not a full home inspection. I recommend both: the full inspection protects your purchase, and the 4-point protects your insurability. Order them early in your inspection period so there is time to negotiate repairs or credits.
What It Means by Property Type in Doral
Resale homes in established communities
If you are shopping in established neighborhoods such as Doral Estates, Doral Park Country Club Villas, Doral Landings East, or Doral Meadows, check the year built and roof permit first. Gated lake communities
In Doral Isles, Islands at Doral, and Doral Commons, ask the seller for the existing wind mitigation report and roof permit. Waterfront or lakefront homes may also need flood coverage. Browse Doral luxury homes for current options.
Townhomes and condos

For Sellers: Insurance Is Now a Selling Point
Buyers and their lenders need a binder before closing, so an uninsurable roof can stall a sale. Before you list, gather:
- Roof permit and final inspection date
- A current wind mitigation report (OIR-B1-1802)
- A pre-listing 4-point if your home is over 20 years old
- Permits for impact windows, doors, and garage door

Buyer Insurance Checklist
- Confirm the year built and the date of the last full roof replacement.
- Request the seller's wind mitigation report and any 4-point inspection.
- Get homeowners and flood quotes from two or three licensed agents during your inspection period.
- Order a new wind mitigation inspection if the report is missing or over five years old.
- For condos and townhomes, review the association master policy and deductible.
- Add the premium to your monthly budget with taxes and HOA fees.
